Howard Liew, Managing Director of Makna Setia Sdn Bhd (MSSB), has over 20 years of experience in infrastructure construction. He holds a Bachelor of Science in Civil Engineering from Iowa State University, Ames, Iowa, USA.
Howard began his path in infrastructure construction in 2007, joining Eco Infra Works Sdn Bhd as a Project Manager. There, he managed earthworks subcontracting for the Double Track Railway Project from Seremban to Rembau, navigating tight working spaces and dealing with unsuitable materials. In 2010, he joined IJM Construction Sdn Bhd, where he led infrastructure development for the Besraya Extension Highway and managed the challenging utilities diversion for MRT package V105.
In 2013, Howard co-founded Makna Setia. Under his leadership, the company has seen exponential growth. From an initial annual turnover of RM10 million, Makna Setia now boasts over RM100 million, thanks to Howard’s strategic focus on project execution and operational excellence.
Howard’s portfolio includes notable projects such as the Kajang 2 Flyover, MRT V210, Bandar Utama Flyover, SUKE Highway, and Pan Borneo Highway. His leadership in managing a self-performing workforce that contributes over 2.0 million direct-hire man-hours annually ensures the successful completion of these projects. Howard’s strategic partnership with Chin Hin Group Berhad (CHGB) has been crucial in preparing for a successful IPO. As the construction and engineering arm of CHGB, Chin Hin Construction Engineering (CHCE) benefits from Howard’s extensive experience and leadership. This partnership has strengthened Makna Setia’s capabilities and market presence.
Howard also serves as a council member of the Master Builders Association Malaysia (MBAM) and currently holds the position of Deputy Chairman on the Safety Committee since June 2024.
